Ie11 automatically open downloaded files

I am Using a built in Report Wizard in Visual studio 2010 has works in any web browser expect IE 11.The Web page get loaded OK.I click icon Export (Excel,PDF,Word) than another window open asking (Open, Save,Save as) If I click Open I get blank page without any errors, If I click 'Save' , 'Save as' the generated file is not saved, I get no errors.

Now the Open or Save file prompt has changed to say only Do you want to open this file . I want users to download a copy to their local pceverything I have after uninstalling IE11, you will be back to IE8 automatically. Ad
